About the President

Dr. Tim Gilmour became the fifth president of Wilkes University in June of 2001. Under his leadership, Wilkes has embarked on a strategic plan for 2010 and exceeded undergraduate enrollment goals by 2004 -- six years ahead of plan. He led the development of a 20-year master plan for long-term, sustainable development of the Wilkes campus and was instrumental in the creation of the Joint Urban Studies Center (JUSC), a research-based think tank and consultancy organization that operates in collaboration with five other institutions of higher education in Northeastern Pennsylvania. The JUSC assists the city of Wilkes-Barre and other communities of similar size in delivering high-quality urban planning research and analysis.
 
Gilmour previously served as provost and chief academic officer at Northwest Missouri State University from 1995 to 2000 where he managed a budget of $25 million and oversaw the graduate school, academic colleges and the areas of enrollment management, financial aid and career services.
 
From 1989 to 1995, Gilmour served as vice president for strategic planning at Georgia Tech where he was responsible for the institution’s continuous quality improvement and assessment programs. He also chaired the 1996 Olympics Interagency Coordinating Committee that oversaw development of the Olympic Village at Georgia Tech.
Gilmour also served as executive assistant to the president at the University of Maryland College Park, associate director of academic affairs for the Council of State College and University Presidents for Washington State and university planning specialist in the Office of Budget and Planning at The Pennsylvania State University.
 
He was an assistant professor of higher education, associate member of the graduate faculty and a senior research fellow at the University of Maryland College Park.
 
Gilmour is a published author of more than a dozen articles on strategic planning, quality improvement and assessment and has delivered presentations both nationally and internationally.
 
He serves on the board of the Wilkes-Barre Chamber of Business and Industry, the Diamond City Partnership, United Way, Earth Conservancy and the Center for Advancing Partnerships in Education. He is the 2005 Chairman of the Council of Presidents and is a 2001 graduate of Leadership Wilkes-Barre’s Executive Series.

Gilmour earned a doctorate in higher education from the University of Michigan, a master's degree in student personnel from the University of Delaware, and a bachelor's degree in history from the University of Delaware
